Ian Halliwell – Crime Reduction Advisor – University of Manchester
Ian has had a varied career path which includes working in administration for local government, on the factory floor and as a seasonal worker in Guernsey. His first ‘real’ job was in the Royal Navy, in the four years he spent in the service he visited many countries throughout the world, most of his time being spent on a Leander class frigate. He attained the rank of Able Seaman (radar) and was a qualified Navigators Yeoman.
In 1979 he joined Greater Manchester Police and spent most of his time on the beat on the then ‘L‘ Wigan Division. In 1989 he received an award from the Royal Humane Society having resuscitated a male who had stopped breathing having had a heart attack while driving his van.
Ian took up the role of divisional crime prevention officer and attended the Home Office crime prevention course. Throughout his time in the role he was responsible for introducing a number of highly successful initiatives to reduce crime. He also was a qualified Architectural Liaison Officer and also attained a City and Guilds Licentiateship in Security Management.
In 2004 he joined the Counter Terrorism Unit (CTU) at Greater Manchester Police as a Counter Terrorism Security Advisor, together with a Detective Inspector colleague he was responsible for creating the counter terrorism network in GMP with a responsibility for security of venues considered to be at risk.
During his time in the CTU he developed specialist skills in various areas including building and perimeter protection, operational requirements for CCTV and lighting, hostile vehicle mitigation, enhanced security and management of crowded places and business continuity.
In March 2009 Ian took up the role of Crime Reduction Advisor at the University of Manchester, his remit being to evaluate the crime on campus and having done so develop initiatives and strategies to eliminate or reduce the opportunities for crime that effect both students and staff at the University.
As well as the regular crime reduction/safety inputs to the University personnel Ian has introduced a number of schemes to target the four main categories of crime that make up the majority of offences recorded on campus.
As the Crime Reduction Advisor at the University of Manchester, Ian has implemented several schemes and security projects to ensure that students are educated on how to keep themselves and their belongings secure on campus.
