Police & Commercial Risk Advisor:
After 29 years as Panel Secretary, Stuart stepped down from the role. He remains a panel member and will provide support to the panel as Treasurer.
Stuart had a distinguished 32-year career with Greater Manchester Police, where he specialised in Crime Prevention, becoming a Home Office qualified Crime Prevention Officer, and Architectural Liaison Officer. He also specialised in counter-terrorism issues and it was his evacuation plan which was used in the 1996 evacuation of Manchester.
Stuart was commended on many occasions throughout his career over 13 times and received a Royal Humane Society Award for Bravery. He was Police Officer of the year in 2000 and received an MBE in the Queen’s Birthday Honours in 2003.
Stuart created many schemes, initiatives and groups which continue to this day.
Furthermore, he still plays an active part even in retirement:
- He created the Storenet retail radio system, the largest, such system in the country today and the Nite-Net Radio system for the night-time economy.
- He also created the Manchester Pager Alert system for commercial Businesses, which later evolved to the Vocal Messaging System.
- He created the Retail Crime Operation, now known as the Business Crime Unit.
- He created the annual Security 2000 event which, together with Greater Manchester Police, recognises the Business Watch Co-ordinator of the year.
- He was a key member of the project team which brought the Manchester CCTV system into being in the late 1990’s he also is a key member of the Manchester City Centre Crime Prevention Panel, acting as Secretary.
- The Hotel Security Information Group (HOSIG) Technical Advisor. (Author of the Guide to Hotel Security)
- Founder member of Manchester City Council’s Manchester Business Continuity Forum (MBCF).
- Also, he is the technical advisor to the Manchester Pub & Club Network.
- He has also created many aide’s to businesses including evacuation plans, Terrorism awareness aides, interactive CD Rom’s, and DVDs on business security amongst other things.
Upon retiring from Greater Manchester Police in 2010, Stuart was immediately picked up by a security firm, to use his skills and network of contacts to provide added value to clients, which he did for 4 years before he was moved to another security firm where he has continued to provide added value services to clients and prospects in a variety of areas such as.

In January 2018 Stuart retired for a second time. he continues to be connected to the bodies he created and has contributed to for a significant period of time.
He now is a member of the Kinpaja Consultancy Team, offering services and support to new and existing customers.
